would an airport taxi driver be bragging to other drivers that he had a mug that was paying a fixed price? there is NO OTHER WAY to use the airport taxis than to pay a fixed price.
They may charge you an inflated price at the taxi desk but whatever they charge you is a fixed price written on a voucher.
