The fact that you "have to look" for a taxi does not mean that it is not allowed and subject to attack from rival taxis.
The fact that it is at the airport at all would indicate that it is just a "taxi" to a newby regardless of where it is.
Do you think all visitors know about Bluebird and airport taxis and differences thereof?
The arrivals process is further confused by the transport touts, selling their services and at the most ridiculous prices the later the day/night gets.
You clearly believe that the overall transport services from the airport are OK.
