the taxi co-operative who runs the taxi service from the airport pay a fixed fee to the airport managers to operate the service on an exclusive basis, meaning that other taxi companies are not allowed to pick up passengers there, even though this arrangement is illegal I am sure if it was you paying the money to operate your business you would be angry with any other taxi company picking up "your" customers that you had paid a fee to exclusively transport them.
It is not really a lot different here in Australia, certainly in Perth, where all taxis on the rank have to pay a fee (about $3 or more) for every pickup which of course is passed on to you.
