Opinions regarding buying tickets, etc.

Okay, so I am coming to Bali for two months this summer, but I do not have the additional 30 day tourist visa that I can use in addition to my 30 day VOA to stay the whole sixty days...

THAT SAID: Can I still buy a ticket to Bali with a departure date 60 days later BEFORE I apply for the tourist visa?

OR: Must I wait until I have the tourist visa in-hand to buy my tickets?

Let me know!

Also, some may suggest leaving the country for a weekend or so to get a new 30 day VOA upon my arrival to Bali, but this is NOT AN OPTION. Tickets to Kuala Lumpur and the Philippines are approximately $350 U.S., and Bangkok is almost $500 U.S., so this is too pricey. So, what would you suggest?
