A truly stupid Virgin question

Hi guys. I'm wondering if someone may be able to help me.
I have just contacted Virgin to check on my booking, mainly to attempt to understand just how much baggage I ACTUALLY have under this 'wonderful' new system.
Well first the nice woman attempting to assist me couldn't find my booking. Not at all....(somehow that didn't inspire confidence!)
Now, eventually, it did appear.
Under the former system, we had 1 x 23kg bag each person, each way.
I also purchased an extra 23kg bag for the return, giving us a total of 2 checked in suitcases on the way over, and 3 on the way back, ( all under the total of 23kg each.)

NOW, I THINK, what she said was that we could have 2 23kg bags each on the way over and 3 or 4 combined on the way back?

Does anyone actually KNOW what the situation is? I certainly don't
