question re 28 degree card

I am an avid googler and been researching best card for loading my own funds to. I was directed to a site atlascurrency.com.au
clicked travel cards if you scroll down they have a comparison of cards and it has relevant info on each then scroll down to where they have been requested to do a 28 degree card and it states if you have preloaded money onto the card and the card is lost as the funds are not transferrable you have lost your money does this sound right I know there are lots of fans of this card who might be able to clarify this as this was my favoured option
