Never 'empty' . You load it up with YOUR cash but when you exhaust that then does it go straight into the banks credit that IS on the card?
I believe that when accessing the banks credit then you are paying very high interest. Is there a warning to say YOUR cash has $50 left ect.

You never get a 'blank' 28degrees card, the banks always have their credit on there.
