It is indeed a credit card and you don't have to preload it with any amount of cash.

The appeal of it for use overseas is that you don't incur ATM withdrawal fees IF your card is in credit, ie if you have preloaded it with money and are in a positive balance so you're effectively using it as a visa debit card.

If you don't do this and use the credit line, then it's a cash advance and you pay higher fees.

But the danger is, if the card is stolen, you're not protected for the positive balance you may have loaded onto the card.

It's a risk you need to weigh up for yourself.
