Nobody is saying culling is the only answer but when you get a big increase like Bali then culling will reduce the numbers so that vaccination and castration will be easier to manage. if you read the who stuff it says "CONTROL" and that means putting everything together. What dadvet was saying is that dog lovers are trying to stop one part of the plan which is culling. everything has to be done together and there is nothing on the sites you talk about that says culling should not be done with all the other stuff when dog numbers are out of control. They say culling is ok in those cases.
