you are blinded by your cause. what do you think "INDISCRIMINATE" means in the example you gave??? nobody is saying indiscriminate.
Read the reports carefully there is one on rabies in asia which says it may be ok in some cases. just like you said before, go find it yourself!
also there is NO PROOF that dogs keep rats under control in Bali or anywhere else. just another false fact from you dog lovers.
