Our cats never catch the larger rats

It's our dogs that catch them and we have 6 cats, the cats go for the mice but not the rats. Evidence is at our house, and all our houses over the years, our neighbors houses, all our friends that live here (not in Villas with AC but normal Balinese housing) you can come over and see if you need evidence or I could write an Article, publish it and then we can add that to the mix.

Balinese keep their cats inside so why would the cats increase in numbers, nearly every Balinese has a cat, you keep them inside to keep out the mice. Balinese also don't like cats on the roads as it is very bad luck to run over a cat.

I am a dog lover, and have 4 of them plus have paid for so many to be treated, I just want to see a plan for this culling as last time it was open slather and many were killed in the worst possible ways that I never want to witness again.

But first we need to look at rats, if Balinese won't kill a rat then how do we manage this before it becomes a huge problem?

Understanding the culture may help with making a plan.
