Home country licence is not irrelevant because if you do not have a proper licence for,as an example,a motorbike you will not be given an international licence for a motorbike.The original poster remarked that they are covered,in their state,to ride a low c.c. bike on a car licence,that in my opinion wouldnt get you a bike endorsement on an international licence as you are not endorsed for a "proper bike licence" at home.
