Prior to my giving the original poster any advice, he stated the following:
"The int license also says 'the permit is valid for motorcycles,with or without side car invalid carriages and three wheeled motor vehicles with an unladen weight not exceeding 400 kg'. "
Given that fact, it is valid for him to ride a motorbike in Bali. end of story.
