It never ceases to amaze me how people can complain about a corrupt official when the very reason that the official is able to act corruptly is because the person, knowingly, exceeds the LEGAL limit and then makes a false declaration.
In Australia if you exceed the limit then you pay duty on the entire amount not just the amount you exceed the limit by.

What a sweeping statement, expected and accepted by whom? You also obviously haven't travelled to many other middle eastern or Asian countries
Have a look at Indonesia's history, and you will see that Corruption and bribes were institutionalised from the President down. Unfortunately you couldn't do business or get anything done unless you participated, and every one did. This is not going to change overnight, however I believe that the current Government is making an attempt to erradicate it. It will take time
