at your logic: "because people do something wrong an official is allowed or expected to be corrupt"... try telling that to Australian, UK, USA, or even Thai customs (just to loosely name a few).. you will very likely be taken in to the 'little room', except that this room will have bars on the windows and your rellies will have to make an appointment to visit you for the next few years. Are we then, permitted to take it a step further and say that as long as it is 'illegal' or 'not allowed' any official is therefore entitled to let you do it anyway, provided U pay the prescribed 'fee'..? Imagine the fun we could have just by robbing banks.. we nick $100,000.00 and pay say $30,000.00 in 'fees' then pocket the change! I am in the wrong business!
