This is not what I said at all. I said very simply that If the passenger in the first place did not attempt to ILLEGALY import more than the allowable amount of alcohol and deliberately make a false declaration on the customs card (which is also illegal)then there would be no opportunity for the official to act corruptly. I did not say that there is any justification for any official to act corruptly. However I do believe that if you do not present the opportunity for this to occur then you are probably assisting the reduction of this activity.
I do not back away from my point of view that I find it amazing that a person will deliberately attempt to break the law (false declaration)and then are mortified that some one else would have the gall to also break the law. They seem to believe that there is some difference between what they are doing and what the official is doing, there's not.
