Having been to Thailand several times, can say that this was never my experience (that is not to say, that it may, unfortunately, have been your experience).
As most of us know, there are good and bad everywhere so I feel that comment a bit harsh.
I love Thailand and it's people and have generally found them to be very genuine and think Thailand (as well as Bali) place's both well worth exploring and spending time in.
