I have never experienced what you describe.
Then again, if one goes to the nightclub areas of any town or city one will see this sort of behaviour, but this is not "typical" of these places.
One would not judge Perth by Northbridge alone for instance.
I do not frequent those areas, so do not see it, and neither do I want to.
I always find it interesting to note where the drug dealers who get caught are operating, and this is very rarely Kuta.
I think that if you look at the data on that, most are caught around Seminyak and in the more "up market" areas.
I actually do transit between Kuta and all the other areas including Legian, Seminyak, Tuban, Kerobokan on a daily basis and I find little difference between these places in terms of street traders, bars and the other bits and pieces that make these tourist enclaves an attraction for whatever reason.
In fact it is very difficult to know when you pass from one to the other.
The Kuta that I see and experience is very different to the one you describe.
Perhaps many years spent around the area have taught me where to go and when to go there to enjoy the Kuta that I find endearing.
At 1am I will not be near the memorial or the Bounty.....I will be tucked into my bed looking forward to another brilliant Kuta day.
