BAWA does offer shelter to puppies and adult dogs alike, and adopts them out.
They cannot take in every single dog they are operating on, vaccinating, and caring for in the villages because BAWA is literally treating thousands and thousands of dogs.

They also run a 24 hour ambulance, school education program, a volunteer program, and a dog rescue program.
Everything is given free of charge.

Volunteers range from veterinarians from the Australian non profit organisation Vets Beyond Borders, to non-veterinary tourists who would like to lend a helping hand while on holiday. There are a number of volunteer options available.

They also provide shelter, and veterinary care to cats, and adopt out cats however a cat is less likely to find a home than a dog.

BAWA is one of the most reputable and respected animal welfare orgs i know of that are operating in Indonesia.
Janice Girardi, the founder of BAWA, even hosted a seminar to discuss why culling does not work that was attended by the members of the Balinese government, the World Health Organization, and veterinary professionals.
