buy USD unless you are actually going to be using them as USD and not converting them to another currency. If you can pay your hotel or other expenses in USD it can prevent you from being at the mercy of the outrageous conversion rates sometimes employed but if you are buying them to re-convert to rupiah you will lose out all ways. Its all sabout your own currency and its relationship to the rupiah not your own currency's relationship to the USD.
