If it ever did happen, I can only hope it has been stopped (surely they would have been closed down before now if still true?). But I think some people may be unfamiliar with cat behaviour and blame "drugs". Remember "Peanuts" comic strip .. there was a little girl with a "boneless cat"? Cats often go all sleepy and floppy and look as if they're drugged. e.g. My sons visited the Tiger Temple in Thailand and sent me photos and videos. You can see the cubs being playful and frisky, then - after being bottle fed and having a full tummy - they appear sleepy and "drugged". And no, I don't think there was drugs in their formula!! I have seen my own kittens do the same thing - on a full tummy and a warm day, they will look like they're "out of it" for hours until they sleep off the full tummy. (Bit like me after a paella!)
