I assume it is legal. The fact that Garuda no longer has such a service would of course induce others to fill the gap. So what if Garuda initiated it then chose to desist?
If you don't like it then don't use it. Others who like it will use it. The world is full of different people with different opinions, attitudes, prejudices, beliefs & requirements. Thankfully, as things would be very boring otherwise.
