Certainly the service provider will get paid, plus their staff, but how the split works with "officialdom" who knows.
One service provider who has been mentioned on here is Murti.
She is manageress of a local travel agency, which is part of a National chain, and they will certainly be in on the cut.
I would be interested to know how many people who question the legality of this service, constantly look for ways to take in extra alcohol, including removing "officially placed" crosses on their bags.
There is also a willingness to go into the small office to do some "negotiating".
Also the amount of deception that takes place by tourists (and officials) at weigh in time for the luggage when departing.
It seems that the airport is a place for a fair bit of deception, and even corruption......but it's not just the Indonesians who are doing it.
