Netfare, as far as I understand, use Bali Concierge. as with all services, Netfare (or whoever else offers the service) get a special contract rate from Bali Concierge, and they then onsell the service.
Others, who do not have the lounge service, are usually going through an airport representative/staff member who has connections which allows them to provide the service.
I am neither here nor there about the service as i have a KITAS and dont need to short cut queues. before that, i traveled on an APEC card so i guess i have been lucky for the past few years. Lucky, again, i have never had the big X on my bags, because i do not bring in any contraband.
i agree with Baldie here, in that it is westerners who do a lot of the complaining about the corruption in Indonesia, but they will be the first to complain and contact their embassy if they were caught driving without a licence in a foreign country.
Have a think about it. What would YOUR attitude be if a foreigner tried to bribe officials (customs, police etc) in YOUR country?
