I believe you are a vet so your costs are quite accurate. You know that this is such a small amount in the scheme of things, if every visitor to Bali gave a dollar it would be solved, there are 2.2 million visitors a year. A practical solution is money and money is all that is needed, there are only a few that spend many dollars, why do people visit a place and complain about the dogs instead of trying to help.
