how this might happen. To desex 500.000 dogs in a year is 10.000 per week and still many will have bred in that time. To give a rabies vaccination twice to each dog in a year is 20.000 per week and still the new ones bred have to be done. What would the recurring cost of treating probably 100.000 mangy dogs on a regular basis? Who could initiate, finance, manage and carry out all this on a largely unhandled, semiferal population.
