there is always a solution if people are willing to put in the work. There are many other problems in Bali besides the dogs, there are the orphan children, the treatable health conditions of the elders in the Northern villages, the infrastructure of this precious island buckling under the pressure of the demands of tourists (and westerners like myself that live her). But if we all sit around making excuses like you this island is doomed. My motto is that one person cannot solve all the problems but at least one person can do as much as they can without turning their back on the problems and coming up with excuses.
