This VOA malarkey really is stupid. Not only is it frustrating, it also wastes times and money at the airport, and has now encouraged this VIP thingy that just seems to be a rip off, (and not clear as to the legality of it either)
Firstly, every airline makes it a condition of booking that they take $25us each on board, this can be ratified at passport check on departure from Australia
Each aircraft assigns a member of staff to be a VOA collection person. So, for instance, if there are 200 people crammed in like sardines on Air Asia... they all give the assigned $25usd. The total from everyone on board collected should obviously be $5000us. The staff member alights from the aircraft, and gives immigration a list of passengers , and the $5000us. Anyone not giving the staff member the money is stamped on the forehead. This is used for detention purposes at Denpasar.
Everyone then just lines up in immigration for their visa and passport check.
You then do NOT need the first couple of happy faces taking money and issuing daft bits of paper, instead, they can take their glumness and provide 2 extra lines of passport stamping.
No need for the shonky VIP system, 2 extra lines for passengers, and more time or Bintangs
