There would be no need for VIP VOA if the Immigration counters were manned to capacity at busy times. Surely it should be fairly easy to assess the number of passengers arriving & staff Immigrasi counters accordingly. It is so very annoying standing in a long queue when there are counters closed.

VIP VOA is a great service that really should not be necessary.
