Novotel is a beautiful hotel. I have only ever visited and had drinks there (but frequently) I have never stayed there so I am not sure about the kids club. Harmony who posts here has stayed there many times over the years, while her kids were younger too so I am sure she will be able to advise.
You will find it quite expensive for food but you can eat out in Kuta itself, which is about 5 minutes drive away. There is a good choice of cheaper places to eat.
I dont know if that is a new villa in Matahari but last reports I heard were it was getting quite run down there. Novotel would definitely be my preference.
The one thing I would think with 3 (or was it 4) children is that most tourists in Kuta rent motorbikes to get around and I wouldnt recommend that with children, so you will be left having to charter cars to get around which will be expensive, especially if you use Novotel drivers. Try to hook up with someone in the village to use as a driver instead.
Senggigi may be a bigger resort but Kuta and surrounds has far more beautiful beaches.
