You will be lucky to get a car for a day in Lombok for Rp400,000. Transport costs are higher there than in Bali. For motorbike rental also.
It is a fairly quiet road from Novotel into Kuta, if you are happy enough taking the kids on a bike. Remember if you should have an accident though your insurance may not cover them. DO NOT RISK taking the kids on bikes up to Ashtari cafe on the hill. Tourists come off their bikes on that hill nearly daily.
If you are surfing you will need to rent a bike to get to the surf spots.
