vip/voa - doesn't make sense

Have i missed something here - From what I am reading off the forum, you get off the plane, then ushered to a comfortable lounge, while a local takes your passport and gets you through customs and collects you bags. This does not sound right to me.
Maybe I haven't read up enough.
Could someone kindly clarify ... thank you
