The predominantly muslim Indonesians so NOT wear full faces burkas! Have you even been anywhere else in Indonesia than Bali? Obviously not. In fact, when muslim tourists are in Indonesia and the average Indonesian sees a women in that garb they stop and stare (as Indonesians so charmingly do when they see something unusual).
There are very, very few places in Indonesia where women go the full cover muslim outfit, it not part of the Indonesian culture to do so. In general, women wear a jilbab and normal clothes that cover arms, shoulders and legs when dressing up. At home and around the village they don't wear any head covering.
Perhaps you are mistaking Malaysian tourists in Australia for Indonesians? I have met a couple of Malays who go the full gear, but even there it is not the norm.
