Your VOA for AUD38 does not need to be arranged.
It is a compulsory payment that you must make upon arrival (VOA = Visa on Arrival)
You can also pay USD25 if you like (Assume stay for over 7 days and less than 30)
It is possible that this AUD38 is for the "meet and greet" and see you through the process, which is the VIP service.
Most of the people who provide this service include the cost of the VOA into the service price, but this will not be AUD38!!
More like AUD55 per person.
