The AUD$38 that netfare charge is just for their VIP service - you need to pay the US$25 on top of that when you arrive.

From their website...

"For a small fee, you'll be treated like a real VIP. You will be escorted to an executive lounge, where your passports, luggage tags, and visa fees (where applicable) will be taken off you and taken care of, while you sit back in airconditioned comfort and enjoy snacks and a drink. Once all is done, all you have to do is go straight from the lounge, and be escorted by the concierge to your awaiting vehicle. A small price to pay to avoid a big hassle and formalities. Bali Concierge is awaiting your arrival. Book now!"
