having been in bali in 2005 just before the second attacks and also a couple of weeks ago, I can tell you (other than around the beach games and the memorial before the ceremony on the 12th) there was more visible police presence in 2005.
jump on the ferry at gilimanuk and head accross to east java; then jump on and head back. then write about the safety of transporting anything from island to island (and that is a commercial boat)
you have to be aware of the risks. if you are then you are making an informed decision on whether or not you go.
