I'd be more tempted to compare the airfare component of a package deal price for Garuda than a stand alone airfare. It's well known that there's a massive difference in price.
As far as I'm aware, Jetstar don't do package deals so you either book your own accomodation - or your travel agent does the bookings for you, but it's not a combo deal.
I think you'd find if you looked at the Garuda airfare in the package deal class (don't know the correct terms for it) it would be comparable if not better than Jetstar's regular prices (would be no more than $799 and you can probably do much better depending on season).
If you get the brilliant sale prices on Jetstar then yes, they are a low cost airline. If you pay their regular price, they are in line with Garuda.
