The same site also states that for a wedding to be legal it must be 'performed under religious rites'. (take a look at the legal page - it also lays out the details of getting a CNI).
My brother was going to get married in Bali - even went there to do the arrangements - but could not arrange a non-religious wedding, and was not prepared to be a hypocrite, so they decided against it.
I know quite a few people who have been married in Bali, and all had to have a religious wedding. Added dramas are that it's hard to find someone that will 1. marry you and/or 2. certify the wedding, if you are not the same religion.
