I actually thought that licence fees for some where closer to 400,000 rp,but my understanding is that this figure applies to those hawkers that dont actually live in the banjar area and that if living in the banjar area it was around 30000 to 40000 per 3 month and these licence fees are charged by the banjar ( sort of local council) rather than a "boss" I think when you hear them talk about "their boss" it normally means the person who sells them the drinks etc(normally on a sort of consignment basis)which probably costs them more than buying from the likes of makro etc but if they bought from there they would have to pay cash up front rather than sometime later and most of them couldnt afford to do that.
