Unfortunately until such time as police in Indonesia are paid a living wage, which isn't going to happen any time soon, I can't see much hope of tackling endemic corruption, a task which would be difficult enough if they were paid properly. It isn't just tourists who have to pay police to get out of trouble or get things done it's locals too. Usually they are less likely to be able to afford it than us.
I'm not saying it's ok or anything but it simply "is" and my attitude is avoid if you can if not pay up and get over it.
I realise many people don't agree with me on this subject.
