is one thing but being terrorised, intimidated and forced to pay for a totally cooked up traffic offence is another.

As as for this comment,

"And we certainly shouldn't have to pay a bribe just to report a crime. Surely after such a public announcement by a senior officer, we would be listened to if we complained about something like this."

reason would have us believe this to be true but who would we
complain to in this situation?
