For a sunset over the water and eating seafood at a restaurant where your table is literally on the sand my suggestion would be Jimbaran bay. The seafood is either live or very fresh and the view is perfect. Four of us ate and drank ourselves silly on lobster, prawns, mussels, snapper and calamari and it cost about 1.2 mil. There are heaps of places to choose from. After dinner we let off fireworks and rockets off the beach. It's a great place. The link below has some photo's of what you might expect.
