Never checked to see if they were illegal but they don't seem to be sold under the counter. The restaurant staff assisted us in setting them off so they definitely aren't frowned upon. I noticed rockets being set off on kuta beach right in front of the police station. I really think they come under Bali's personal safety rules which means there are none. I saw them for sale all over the place in Kuta. Just ask a shopkeeper and they'll either have some or know someone who does. They are pretty tame fireworks with no loud noises so as not to annoy other diners.
