Is Kuta Really This Bad

I came accross this report on the net and it has put me off Kuta when we visit in July. Is it really this bad. If you cant be bothered to visit the link the woman talks about open sewers, agressive street vendors (really agressive) and people trying to rob her in Kuta and Denpassar.
