Well, this is a very creative approach to Indonesia's oldest and biggest bogey.

What is so cutely decribed as being the 'norm" is indelicately called CORRUPTION by the rest of us.

The situation is being compounded by the fact that these are public officials from who at least a modicum of honesty is expected.

As any insurance claim REQUIRES a police statement, my response would have been to give him the Rp 50,000 and tell him that I was going to give the other 50 to his boss in person and explain the situation.

That would have caused him to have a think and discount his 50 by at least 100%
