To be fair to Ocky, he was talking about a proposal on the table, not a regulation that had already been promulgated.
This proposal could have come from the Bali tourism industry, the Gubernur of Bali or the Minister for Tourism. Thus year, many proposals to ease restrictions have made it into regulations.
Back in the days of Presiden Suharto, there was actually a free 60 day tourist visa. However, when Australian political activists used the visa to visit the OPM in Papua and GAM in Aceh, this visa was cut back to 30 days for everyone.
Presiden Jokowi early in his first term created the Free 30 Day Visa Exemption (now suspended) to boost overseas tourist numbers.
Currently, the Bali tourism industry, the Gubernur of Bali and the Minister for Tourism are trying to boost overseas tourist numbers, hence this proposal for a 60 Day VOA.
Already on the internet, foreigners who are staying long term in Bali, are hoping to do visa runs to Singapore every 60 days using the proposed 60 Day VOA. This is not the intention of the proponents of the 60 Day VOA, for the visa to be used in this way.
