it's still open. Q stopped flying any international routes out of Perth about a year ago. I actually ended up dropping the Q Club as I didn't think it was going to be worth it for us anymore. I get 2 free passes to the club with my credit card per year so just went with that instead.
We flew Jetstar (to Singapore) on Thursday and could have used the lounge with these passes but alas, it wasn't open. Actually would have been I think but due to our plane departing 4 hours late at 12.50 instead of 8.25 it was closed although from your post it seems they open it when they feel like it (ie. 4pm - seemingly without notice!)
Sorry for the trouble you've had - Qantas picked up their game for a while but they are quickly slipping back in the other direction in a number of areas!
