Yes Virgin have a "per bag up to 23kg" policy.

So even with your included luggage, if you can't fit 23kg in your bag, then that's it - whatever you fit in your one bag only. You can't spread your 23kg included allowance between two bags.

So that's how the extra works too. You purchase extra bags, each of which can contain up to 23kg.
