60 day visa info and 211 b inquiry

I just noticed that Tatiana agreed with darby, who said that I DO HAVE A PROBLEM. In the same post, she also agreed with Bloody Ron, who said I HAVE NO PROBLEM. Clarification?

Also, what is the 211 B visa? What does it entail? How does it differ from a 211 visa?
