Phoning Australia using Simpati SIM

Here now (Ubud) and having difficulty phoning a mobile in Oz using a Simpati SIM card.
I know the cheap rate prefix is 01017, but still not getting through. Is there an additional prefix number I need to use when ringing a mobile, etc.
Need to make call soon. Thanks.
